To annotate PDF means to comment PDF and you can use the Edit Comment function of VeryPDF PDF Editor to implement this.
Before commenting the PDF, let us know the Tool menu and basic editing buttons on the toolbar.
Figure is about the Tool menu of VeryPDF Editor. You can see that Edit Comment is disabled by default, and the corresponding editing items in the menu are also disabled.

Figure 2 is the basic editing buttons in the toolbar. The buttons are al corresponding to those in the Tool menu.

Now we will see how to add stamp or watermark to PDF. Click Edit Comment in the Tool or on the toolbar to enable the function of editing comment to PDF.
Select Tools -> Comment -> Stamp or just click the button on the toolbar, and then you will see an Open dialog as displayed in Figure 3.

In the dialog, you can see that VeryPDF supports add images of formats BMP, JPG, GIF, TIF, PNG WMF and EMF as stamps of PDF.

In Figure 4, you can see that an image has been added to the opened PDF. You can drag the border or corner of the stamp to rescale the size, or change the position by pressing the left mouse button and moving the cursor. Double click the stamp, you can add annotation text to the stamp.
Right click on the stamp, you can select Properties from the content menu, and open a dialog for setting properties of the stamp.

In the Properties dialog box, you can set the opacity and color of the stamp.
Activate the Edit Comment, select Tools -> Comment -> Note, or click button on the toolbar, then will see a solid triangle in the current page of the PDF. Drag the triangle to any position to set the position of note, and then double click the triangle, you will see a note text box as displayed in Figure 6. You can edit your note text in the note box, or even move the position of the note box by drag the title of the box.

Right click on the note box, select Properties in the content menu, and you will see the Properties dialog box as displayed in Figure 7.

In the Properties dialog box, you can set the color and icon of the note box. When you change the icon, the solid triangle will be changed to your selected icon.
Activate the Edit Comment and select Tools -> Comment -> Draw, you will see four items Pencil, Line, Rectangle and Ellipse. Select Pencil, you can draw any shape and lines in the current PDF page. Right click to complete a drawing. Select Line, Rectangle, or Ellipse, you can draw straight lines, rectangles or ellipse in the PDF. You can use the button on the toolbar to complete the drawing. Double click on any drawing object, and then you can add note to the object.
Activate the Edit Comment and select Tools -> Comment -> Text Box, and then you can draw a rectangle in the PDF page with pressing you left mouse. You can also move or rescale the text box in anyplace of the PDF page. Double click the text box, you can add text into the box as displayed in Figure 8.

Select Properties in the content, and then you can set properties of the corresponding text box in the Properties dialog as shown in Figure 9.

In the properties dialog, you can set the border style, border color, text color, text font, and more other properties for the textbox.
